AFP Urges Congress to Work Together on Budget Reform
New AFP Policy Analysis Throws Support Behind Enzi-Whitehouse Legislation
Arlington, Va. – Americans for Prosperity (AFP) released a policy analysis today supporting the Enzi-Whitehouse budget legislation, which lays out five key budget process reforms that would make it easier and more imperative for Congress to address our looming spending and debt problems. The analysis, authored by AFP Senior Policy Fellow Alison Acosta Winters, dives into the Bipartisan Congressional Budget Reform Act (BCoBRA) sponsored by Sens. Mike Enzi (R-Wyo.) and Sheldon Whitehouse (D-R.I.). The legislation offers a productive approach that would significantly improve the budget process.

AFP Senior Policy Fellow Alison Acosta Winters issued the following statement:
“It’s time for leaders in Congress to come together to clean up our federal budget. Enzi-Whitehouse is a thoughtful approach to promoting a rational discussion over the federal budget. AFP encourages the Senate to act on this important legislation and the House Budget Committee to take this up or similar legislation to address House rules and procedures.”
Significant procedural reforms included in the BCoBRA:
- Move to a biennial budget resolution
- Increase transparency and improve reporting
- Implement new portfolio reviews to evaluate the affordability and sustainability of major policy portfolios
- Set a target for the ratio of debt to GDP to manage the debt
- Make the debt target enforceable through a reconciliation process
