President’s FY 2017 Budget – Budget Process Proposals
WASHINGTON, DC – The Senate Budget Committee today released its seventh and final analysis on the President’s FY 2017 Budget submission. The February 24, 2016, Budget Bulletin is focused on the fiscal blueprint’s budget process proposals. The Budget Bulletin provides regular expert articles by Senate Budget Committee analysts on the issues before Congress relating to the budget, deficits, debt, and the economy.

In addition to funding for federal programs, the president’s budget includes proposals to replace a portion of the future spending reductions imposed by the Joint Select Committee on Deficit Reduction (Joint Committee) sequester and make changes to the budgetary treatment of certain programs. Specifically, the president’s budget proposes to:

Fully Fund and Extend Existing Program Integrity Caps
Extend the Discretionary Cap Adjustment for Disaster Relief
Create a New Discretionary Cap Adjustment for Wildland Fire Suppression
Create a New Discretionary Cap Adjustment for the 2020 Census
Reclassify Transportation Infrastructure Funding
Reclassify Certain Bureau of Indian Affairs Spending
Renew Request for Expedited Procedures to Consider Certain Rescission Requests
Establish Unified PAYGO Scoring for Postal Service (USPS)
